THE LAW DEPARTMENT is dedicated to the protection of the
legal interests of the City of North Royalton so that the Mayor, Council,
and all Departments can most fully serve our citizens. |
The Law Department advises the Mayor, Council, and all City
Departments, Boards and Commissions on all legal matters concerning the
City. The department represents the City in all court proceedings and before
any administrative body. The department prepares and/or reviews all
contracts, legislation, and all legal documents as well as negotiating for
the right-of-way acquisitions in conjunction with capital projects and the
preparation of all land deeds.
A key objective of the department includes reducing the
number of issues that lead to litigation and keeping costly litigation to a
minimum. Also, the department makes every effort to handle all legal matters
in house. There are some exceptions such as labor issues, matters involving
issues covered by the City’s insurance carriers, and matters involving the
use of bond counsel. In all other legal matters, the Department
strives to keep to a minimum, the number of litigation cases handled by
outside counsel.
From 1999 to 2003, the
Department operated under budget. Further, the number of litigations filed and
litigations pending have significantly decreased with fewer cases handled by
outside counsel.
