The Council of the City of North Royalton is
composed of seven (7) members, one (1) President of Council elected by the city
at large and six (6) Councilpersons, one (1) Councilperson representing each
ward.
Each Ward Councilperson is to serve for a term of
two (2) years. No person shall hold the office of Ward Councilperson for a
period longer than six (6) consecutive terms or more than twelve (12)
consecutive years, unless one (1) full term or more has elapsed since that
person last held the position of Ward Councilperson.
The President of Council shall be elected for a term of four (4) years. No
person shall hold the office of President of Council for more than three (3)
consecutive terms or twelve (12) consecutive years, whichever is longer, unless
one (1) full term or more has elapsed since that person last held the office of
President of Council.
Council meetings are held on the 1st & 3rd
Tuesdays of the month.
Caucus is held at 7:15 p.m. and the meeting is held at 7:30 p.m.
If any regular meeting of Council falls on a legal Holiday observed by the City
or on an Election day, Council shall meet in regular session on the following
day.
NORTH ROYALTON CHARTER
ARTICLE III (b) QUALIFICATIONS.
Candidates for Council shall have resided in the Municipality and
have been an elector thereof for a period of at least two (2) years next
preceding his or her election. Each ward Councilmember must have lived
in his or her ward at least one (1) year prior to election and must
continue to live in the ward he or she represents during his or her
entire term of office. No member of Council, except as hereinafter
provided in this Charter, shall hold any other elected public office or
be employed by the Municipality, except that of notary public or member
of the State Militia, or Reserve Corps of the United States, or be
directly or indirectly involved in the disbursement of public moneys of
North Royalton, except while performing his or her duties as
Councilperson.
To the extent as
provided by law, no member of Council shall directly or indirectly
solicit, contract for, receive or be interested in the profits or
emoluments of any contract, job, work or service with or for the
Municipality. Any member who ceases to possess any of the qualifications
herein set forth, or who removes from the Municipality, shall thereby
forfeit his or her office.

Council hereby establishes the following locations to be used for the
posting of all ordinances, resolutions, statements, orders,
proclamations, notices and reports that are required by law to be
published:

RESPONSIBILITY OF CLERK OF COUNCIL DIRECTOR OF LEGISLATIVE
SERVICES.
The
Clerk of Council Director of Legislative Services is
hereby ordered and directed to publish all ordinances, resolutions,
statements, orders, proclamations, notices and reports that are required
by law to be published, by posting the same
at the locations set forth in 222.01 above
in the five public places established from time to time by Council,
or as hereafter may at any time be determined by Council, without any
express or special order or direction as to any such posting, save and
except where publication other than by posting is specially or expressly
ordered or directed by Council or required by law.
Ordinances and resolutions shall be posted for a period of not less than
fifteen days after approval or disapproval thereof. Immediately
following the expiration thereof, the Director of Legislative Services
shall certify as to such posting by recording on the ordinance or
resolution the dates when and locations where such posting was done.
Such certificate shall be prima-facie evidence that the copies were
posted as required.
